“The 2,850 cases reported do not include a large number of cases voluntarily reported before Fridav, when the order was given. Yesterday there came in the mails to the health officer reports of 1,649 new cases that had not been reported previously. Monday 656 cases were reported. Health Officer Fowler will not make any official estimate of the number of cases in the city, but it is probably close to 5,000, many of which will never be reported to the health authorities.
